Regarding the story on MnDOT contributing $2.1 million to the Highway 13 and 150th Street upgrade:

So if I understand the impact of this decision, Prior Lake residents are on the hook for $857,000 to permit drivers to turn left on Highway 13 to Savage. The cost of this decision will be to raise the city tax levy on future city budgets for Prior Lake, according to a memo from Prior Lake City Manager Frank Boyles. How come our city did not negotiate with Savage to split the difference?
